QUESTION: Just to follow up, yesterday there were several Venezuelan high-level government officials here in Washington. They met several high-level officers of the US Government. Also, four of the alleged snipers who were identified by Stratford and other people arrived in Washington yesterday afternoon at Reagan National Airport. They were met by the Venezuelan chargé d'affaires. My question is, who are they going to meet?

......QUESTION: In view of what seems to be improving relations between the US Government and Venezuela, is the US Government going to support or participate in the mission of President Carter's to Venezuela, to facilitate dialogue?
MR. REEKER: Well, you know, we have been very clear in calling for a dialogue for peaceful constitutional processes, where Venezuelans can exercise their political views and their fundamental rights and liberties, but certainly rejecting violence and reaffirming commitments to democratic institutions and constitutional order.
I would just remind you that the Secretary said in Bridgetown, Barbados at the OAS meeting recently, on June 3rd, that the people of Venezuela, if they are to succeed in building better lives for themselves and more hopeful futures for their children, the political leaders in Venezuela must resolve their problems in a constitutional and democratic manner.
To that end, the OAS, within the context of the Inter-American Democratic Charter, has reiterated its offer of assistance to facilitate the strengthening of democratic institutions in Venezuela. We fully supported such efforts, including that that I just mentioned of the OAS, to facilitate a dialogue and national reconciliation in Venezuela. We are certainly encouraged by Venezuela's recent outreach for assistance that you mentioned to initiate the national dialogue as a first step toward this reconciliation.
