WASHINGTON (CNN) -- President Bush on Friday acknowledged he expects turf battles between federal agencies and congressional committees as lawmakers tackle his proposal to create a vast new Department of Homeland Security.
But he expressed his optimism that his proposal, unveiled in an address to the nation Thursday night, would prevail and would bring a new level of accountability to government anti-terrorism efforts.
