I don't think so. So the logical conclusion is someone dumped this stuff there to make it look like a rape / crime scene to fool the D.C. Police, knowing what an easy thing THAT is to do.

Actually the logical conclusion is that a whole lot of trash accumulates over time in a park frequented by numerous less than savory characters. Greta just found garbage one can find in pretty much any urban park, especially one so near ghetto areas. This is prime real estate for addicts, prostitutes, and random Rainbow Warriors.

Some rapists do wear condoms during their attacks, not for protection of the victim but to protect themselves, since they have no idea if the victim is carrying disease. The crud who raped and then murdered Polly Klass wore one in his attack of that little girl, bragged about it after he got caught.
