The point is how would the Police or local Thugs of the Month handle any of those situations in Africa?. More people loose their lives shopping in any big city in most of Africa.
All those "do good" groups bringing in large numbers of one group which then out number homegrown groups of needy Americans, sounds like a recipe for by God trouble to me.

While this appears to be a good sign, there have been millions of Illegal border crossings through Mexico since 9/11 (that estimate is based on almost 800,000 apprehensions. See thread here.).
Since Mexico has always been chummy with Castro, how difficult do you think it would be to launder a terrorist through Cuba and then send him north through Mexico?
Keep in mind the 9/11-Boijinka conspirators who were apprehended in Texas on an Amtrak train trying to make their way to Mexico, with their box-cutters still on them.
I am going to ping you on any of these small clues on the immigration situation.
Seriously, it's nice to know you have a similar problem to what we have in the UK. Socialist local governments here in Britain took in Somali refugees. Recently, in my part of London, Fulham, the council built some lovely townhouses, complete with appliances and wooden floors. They put Somali refugees in them. They ripped up the floor so they could burn a campfire in the middle of the living room, and sold off all the valuable appliances and piping in the houses. Then they were moved to new accomodation that wasn't busted up.
Meanwhile, these people also objected to "Blackhawk Down". Well sod them, that was an accurate portrayal. America sent troops to feed them, Britain and America sent food and money, we both let their refugees in and housed them, and they are complaining about Blackhawk Down and some restrictions because of the War on Terror? The next time they starve due to their inability to organise themselves, LET THEM DIE.

2. What does "and elsewhere" mean? Does that include Saudi Arabia? Pakistan? Iraq? Algeria? Syria? Yemen? Indonesia? Egypt?

Hands down, the easiest way for terrorists and potential WMDs to get into America is across the Mexican border.
Any "crack-down" that ignores this is window-dressing, and the Bush Administration has exhibited considerable inaction in this regard.
