I need a legal opinion here, going to ask it of the best.

If SarahW's scenario proves true, Condit and Chandra had met up at the park, but he left her to go home alone, on the way out she is killed by the RCP predator, does Condit have any liability, criminal or civil, for not telling the police that he had met with her in that park, in such-and-such location, thereby they do not search thoroughly enough, miss finding her in the searches last year? Or is it merely a case (if true) that he was just an extremely insensitive, selfish man, more concerned over himself and his job rather than the life of someone he called a great person and a good friend, but no legal jeopardy?

He has criminal liability for LYING to them. He's allowed to keep his mouth shut without criminal penalty if he has no actual knowlege of the crime.
