Not that it matters to anyone other than us perhaps, but it seems that a certain adminstration had contempt for the FBI and did everything it could to see to it that they were thwarted and watered down at every turn.
Perhaps when one is doing things that others might feel are not in the best interests of this country, one doesn't want the most specialized law enforcement team to be in tip top shape.
The best part is that once you have neutralized the agency and are out of office, you can then point the finger at your successor when something catastrophic happens and the most specialized law enforcement group is found to be inept.
