Good move. This issue not only gives Bush the political cover to pink-slip a lot of the Clinton holdovers, but to subtly remind or educate many in the public(while attention is focused) that it was primarily holdovers running the show. More blame shifted to the Dems(where it should be).
Would also be a good time to come out in the next few days with complaints about the slow pace of confirmation, and note how most of the departments and agencies are still dominated by holdovers.

....Clinton holdovers....Herin lies the big problem- countless Arkansas law enforcement officers were rewarded for their faithfulness and silence with cushy FBI and CIA jobs by Clinton.
