Help! Trying to locate text of bill

Trying to locate the thread or the text of the bill requiring that government agencies periodically justify their existence of they are automatically culled.

I've done searches, but I can't seem to locate it.

It's H.R. 721, Sponsored by Representative Albert Wynn of Maryland.

Something is fishy about this legislation, it's sponsors make no sense.

From summary:

Prohibits any Federal agency from making a decision to privatize, outsource, contract out, or contract for the performance of a function currently performed by the agency or to conduct a study to convert a function from Federal to contractor performance. Allows an agency to contract out a function not then performed by Federal employees if such function would be performed under contract by the blind or handicapped.

Nothing more than usual, the title is the opposite of intent.On first glance, it looks like it paves the way for a federal takeover of anything that the government wants.

I don't think this is it. It was in a Free Republic thread. It talked about abolishing federal agencies on a predetermined schedule unless renewed by a commission.

Based on reading the little blurb you provided, it would appear the bill is solidifying the various agencies and bureaus of fedgov....if they are unable to privatize or outsource....that means the agency stays unless Congress deletes them........and seeing as how the long term weather report is that hell will never freeze over, it is a safe assumption that none of the agencies or bureaucs of fedgov will be deleted.

With Al Wynne, who is either from VA or MD, as I recall, both states with high populations of fed employees [read union workers], it is a job guarantee bill!!

I like the latter bill.

There are almost 7,000 pieces of legislation in congress now. A couple of sessions ago I found out that a bill's chance of becoming law was less than 4%.

I wish I got paid over $100,000 per year for being only 4% successful.

Without researching the bills [I'm currently burned out on researching much of anything, thank you] in depth, I would at least want to know who the sponsors and co-sponsors were, and what party they belonged to.

And then I'd take a look at The New American's conservative rating before I would be for anything! The way these legislators bastardize legislation thru phony names and the cute little exceptions and definitions and time frames and spending limits/no limits cause me not to trust ANY of them....not even a Tom Delay or Ron Paul.....

Reagan was right.....Trust but Verify.
