Think "hate crimes".

Can I be charged with a hate crime for hanging out with a fringe militia group, owning pictures of bombs and books about constructing bombs?

For those specific things only? I don't think so. But, If you were truly doing those specific things, it is highly likely that you will have some material that could be considered by authorities to be hate crime material.

BTW I don't accept the concept of "hate crime". There is no such thing.
