It means he knew how to talk to them, to co-opt their style, and ingratiate himself without ever doing anything of substance. He felt their pain, so they voted for him. He just never actually did anything about that pain.

I would expect him to know the rituals of black culture, since he is black. I've been told he was the first black President.

Michael Eric Dyson, quoted in this article, is saying that he isn't as black as they thought he was(whatever that is). He just put on a very convincing act.

. . .are we just to imagine that they did this year; or assume as easily from the above, that fewer showed up.
