THE Alice-in-Wonderland quality of the Kentucky General Assembly's attitude about guns never has been more apparent.

In the middle of its 2002 session, six people were indicted in a scheme to hand out concealed-carry permits without the required training and proficiency tests.

So have gun courses in high school. After all, sex education courses and teaching the proper use of condoms prevents babies.

Criminal justice cabinet was confusing enough in their bumpalouminous letter to instructors. What the heck is this guy talking about? Those guys selling training without training were only doing what the Criminal Justice cabinet did on their first Instructor Trainer Recertification, that is charge money for something that did not take place. They were wrong and I do not approve of their actions. Still, please read further. I became an instructor trainer in the first year of this system, 1996. I spent three days and was required to perform tasks associated with training students to gain their concealed carry permits. In 2000, I went back to the state for my mandated recertification. First it was supposed to be a 3 day program. Then it was cut to a one day event. At the last minute, the recertification waw cut to a 4 hour event that lasted slightly more than 2 hours. We instructor trainers received update information that could have been passed out via mail or e-mail. We performed no action that would cause the state to believe that we were doing the right thing in our training of citizens. About 40 of us (Kentucky Instructor Trainers) paid $100.00 each to attend this non-event. Who is breaking the law and who should be punished?

Don't pay any attention...it's the Courier Journal. They work hard at doing their own version of the New York Times. Call it NYT 'lite'.

The Justice Cabinet has never been enthusiastic about concealed carry training. They've done the minimum from the beginning. Running the program has simply been an assignment they couldn't refuse.

I suspect this lack of interest is found in all bureaus nationwide that have the CCW program assignment. Most training programs don't do the job for enforcement personnel - either. It's a sad situation and we all deserve better IMHO.
