However, perfect districts can be achieved with little risk to their partisan makeup. The Penn legislature was foolish for not doing that the first time. They're lucky they're getting a second bite at this apple.

Canada's parliamentary ridings are quite competitive. Redistricting is done not by Parliament, but by 10 federal boundaries commissions. This ensures that when new districts are drawn up, its without regards to the baleful effects of gerrymandering. It would be nice to have congressional and state legislative redistricting handed over to a neutral elections agency but fat chance it will ever happen because then the political class would lose their guaranteed safe seats. Then again in a democracy, where is it written the minority must be shut out from having a say in who represents them in our government? That's neither democracy or for that matter, responsible government.
