Your statement is not accurate... God at some times COMMANDED His people to kill whom He had judged (ie the sons of Canaan, as prophesied by Noah). But also COMMANDED that they "Love the stranger" and forbid them from oppressing the foreigners who live among them. And also said that all who bless Isreal would be blessed, and all who curse Isreal would be cursed.
