Twice-convicted felons would be allowed to vote in Maryland under a bill that the General Assembly voted final approval yesterday.
Felons convicted of a second violent crime would be permanently barred from voting, but felons convicted of a second nonviolent felony would be allowed to vote three years after completing their sentences and paying any fines and restitution.

Can't you just hear the felon, "Well, yes I did vote 11 times, but I assumed it was OK because the little old lady who was watching the polls didn't ask me about my record."
We should have other consequences in place. Personally, I'd like violent felonies to be answered with a revoking of citizenship, and all the attending benefits. No more Medicare, Social Security funds are forfeit, no more welfare or unemployment, etc... and no voting, but now it is consistent with our Constitution (all adult American citizens are guaranteed the perks of citizenship, like voting). If you violently disagree with the societal contract, then you don't get the benefits of that contract.
