We are in a present situation where there is refusal to enforce a law by people whose parents parallel the people they are supposed to arrest. Local populations and law enforcement officers are from a background that makes them prone to aid illegal immigration.

Sounds to me like we need two police departments in Austin, one for U.S. citizens and one for non-citizens. Since this is city policy, I think the city needs to start planning on they will afford and run two departments.

What do you want to bet ol' Rudy is a member of the National Latino Peace Officers Association? Seems that this outfit isn't too hot on enforcing any laws that might go against the interests of la raza (see: U.S. may let state, local authorities enforce federal immigration laws). Balkanization? Hmmmm.
