I believe your memory is correct. There were some in Texas and also in Florida. I have wondered why these 2 states in particular and I honestly think it's because they would blend in well. Lots of Mexicans in Texas, and in Florida we have Puerto Ricans and Cubans. Similar skin color, they would stand out more in northern states where folks are probably not so tan.

It could be that they all went to San Antonio just so as to escape the country into Mexico. However, I still suspect that Arab radiologist in San Antonio that was held in custody for some time after 9/11. Khan and Azmath (the two guys with shaved bodies and box-cutters arrested after they got off the train in San Antonio) had used his credit-card number. And the radiologist was not at work on 9/11, something I have never seen explained.
