She said she also was distracted by trying to locate her other dog, Hera, which was running loose.

Anyone that allows a large, powerful dog to "run loose" (either intentionally or through negligence) should have their dog removed from them and be prosecuted and convicted. No matter how well you think you "know" your large dog, you don't.

I don't think she 'allowed' the dog to run loose as much as it simply got away from her while she was trying to restrain the attacking dog.
