Officials could not immediately explain why the date typed near the bottom of each photograph is Sept. 12 and the time is written as 5:37 p.m. The attack happened at about 9:37 a.m. on Sept. 11.

If you look at the right bottom side of the image you will see the word "impact" with the same formatting as the date. Obviously, the word "impact" was added AFTER the incident as a way to label the photo. It is my guess that this labeling was done at the date and time shown on the left. No mystery here.
