I remember learning about a "shadow government" when I took civics in high school.
And that was back in the late 50's, I graduated in 1960. The whole idea
came about because of the nuclear threat. So this is nothing new.
I figure anybody over 50 should know this or at least not be surprised,

I thought some version of it was in place before that, as part of our cold war nuclear assault protocol, but maybe I'm just getting old...
