Involuntary Chip Implant by Big Brother? (triple layer foil alert!)

Just now, I went up to check the mail and on the way I turned on the radio. I had left it on 700 WLW in Cincinnatti and it was real Art Bell type stuff, total tin foil.
So as I was about to change the station a female caller was on and claimed that in 1986 Congress authorized the involuntary "chipping" (implanting of a microchip) and that no one said a thing about it. She didn't say by who or why and that was it.
I imediately went into LOL! mode when the host (I have no idea who, I usually never listen to 700, but he seemed informed) agreed with her and they discussed some other "Big Brother" books and never again made a refrence to the issue of involuntary chipping.
Now, normally I dismiss this kind of thing as absurd, but the fact that there was total agreement on this and the way it was said.. like "oh yeah, that.. " stated like an undeniable fact made me wonder if there was any truth to this at all.

I tried searching
Thomas but the only "chips" mentioned were semiconductors. I also tried "biometric" and "implant". It could be in there with different wording, technology moves fast.
Try to find the name of the host, and maybe an e-mail.
