Appreciate your analysis, Marsh. The battle has only just begun. You've got to get the rights in perpetuity. I was wondering, "Why do they want to get that land away from you Klamath farmers so desperately?" And then it struck me--because you're free. Enjoy your lovely land. Let's hope the BOR gives you all the water you need.

Thanks for the ping. Great news used to be great news, now it signals that government suddenly has more time on its hands to put people to work on the next challenge to our liberties. For example, it looks like cfr is a done deal, now how do we go about taking the first amendment back. Much more difficult than going after something physical like water, I suspect, but maybe the same principles apply.

In my opinion, this quote is key to their whole plan for shifting things downstream to the Shasta and Scott River systems:
Reclamation would work with a non-governmental organization to develop a plan for acquiring water rights in the Shasta and Scott Rivers. Reclamation would seek a funding source to purchase water rights as identified in the plan. Reclamation would research and identify water rights, develop a basis of negotiation and seek out willing sellers over a five-year period (program scope estimated to be about 8,000 acres or 25,000 acre-feet).
This really shows where this is headed and who is assisting with it. Although they propose to do this voluntarily and find willing sellers to help accomplish the aim (which is a much less strident tactic than last year's unilateral water cut-off), the fact that our government is using NGO's to try and help make it happen tells you where the real impitus is coming from. NGO's are the funding/legislative enabling arm of the UN IMHO.

It's a rare day when rural America wins an environmental fight. That's one reason last week's federal government decision to restore water to farmers in the Oregon-California Klamath Basin is so gratifying. Irrigation was cut off last spring after Fish & Wildlife said it would hurt nearby "endangered" sucker fish. But after the National Academy of Sciences peer reviewed the agency's so-called biology, it announced -- to the surprise of few -- that there had been "no sound scientific basis" for the cutoff. Environmental groups are threatening to sue again. But this time, they won't be able to sucker judges with junk science.
