I've worked in the Inspections Branch for 4 1/2 years, and a lot of what this letter says is true, at least for Inspections.

Management in the Inspections Branch is full of Immigrant Rights Activists. If we try to enforce the INA and do our jobs, management comes down hard.

I personally think Zigler is the best thing to happen to INS in a long time. Once this reorganization takes hold, I think a lot of the management problems will dissolve and the enforcement branch will be let lose to do its job. IMHO.

I hope you are right but from what I have seen Zigler has his fingerprints all over Bush's Amnesty plan. Passage of that abomination will be tantamount to waving the white flag on illegal immigration.
