I hope you are right but from what I have seen Zigler has his fingerprints all over Bush's Amnesty plan. Passage of that abomination will be tantamount to waving the white flag on illegal immigration.
Bush put Zigler in the INS, and I'm sure he will do what Bush wants, but he does seem to think that the Law Enforcement Branch should be removed from the Service people and allowed to do it's job.
As for Amnesty, Bush will get it, unless Congress forces his hand. Which I doubt.
