F.B.I. Warns of Possible Terrorist Attack

WASHINGTON, Feb. 11 — Based on information law enforcement officials said was obtained from detainees being held at Guantánamo Bay, the F.B.I. tonight issued a new security threat alert, more specific than any one before, warning of the possibility of an attack as early as Tuesday in the United States or Yemen.

In contrast to previous security alerts, which had been vague or had no specific time or place attached, the one tonight included the names of possible suspects and the day when the attack might happen. The warning had no reference to any specific terrorist organization, including Al Qaeda.

"Recent information indicates a planned attack may occur in the United States or against U.S. interests on or around Feb. 12, 2002," the alert said. "One or more operatives may be involved in the attack."

With the Winter Olympics in Salt Lake City already prompting counterterrorism officials to impose stringent security measures at airports and border check points, the bureau took the additional step tonight of alerting 18,000 law enforcement agencies of the possible new threat.

The F.B.I. later announced the alert on its Web site and posted photographs of the suspected terrorists to aid in possible identification. The alert did not indicate what the terrorists' target might be or how such an attack might be carried out.

The alert identified one possible attacker as Fawaz Yahya al-Rabeei, a Yemeni born in Saudi Arabia in 1979. It listed 16 associates of Mr. Rabeei, who the authorities said was not previously known to them as a member of a terrorist organization. The address of the F.B.I.'s Web site is www.fbi.gov.

Tonight's alert was the most urgent of any of the series of warnings and threat bulletins issued by the F.B.I. since October. Beyond the fear that the Olympics might be a target, the collapse of the Taliban government in Afghanistan has led intelligence officials to conclude that remaining Qaeda followers might try a retaliatory strike in the United States or elsewhere.

In recent days, American military officials said the detainees, who include both Qaeda and Taliban captives, were becoming more compliant and cooperative.

The information about the men in the new warning had been obtained in the last few days, but officials said they did not determine until this evening that the information was credible enough to warrant a public warning.

After a day in which F.B.I. counterterrorism officials struggled to confirm the accounts of the detainees, the bureau director, Robert S. Mueller III, about 7:30 P.M. ordered state and local authorities to be warned. Mr. Mueller was said to have decided that the government could not keep the information from the public once analysts deemed it credible.

Nevertheless, officials said they had not fully evaluated the information nor had they given security services from other countries an opportunity to analyze the information. The officials said they hoped other countries would help find or provide more information about the people identified in the security alert.

The new advisory was issued even as an alert was already in effect through the Winter Olympics and ending on March 11. When that warning was extended on Jan. 3, law enforcement officials said the warning was not based on a specific threat but on general intelligence of the continuing possibility of terrorist attacks against the United States and because the country's military forces remained in Afghanistan. Since then, the Olympics have heightened the concerns of intelligence and law enforcement officials.

The bulletin issued to law enforcement agencies tonight listed the names of 17 people, among them Saudis and Yemenis and a man who was said to be from Tunisia. Law enforcement officials said they did not know the whereabouts of any of the men. They said that they knew almost nothing about the men's backgrounds or whether they were affiliated with any known terrorist organizations.

In the past, Attorney General John Ashcroft has been criticized in Congress as being too quick to announce alerts without offering the public guidance about the nature, time or possible placeof an attack. Tonight's alert, while more specific than previous ones, provided no information about what kind of attack might be contemplated.

Clearly if this attack comes about it will most likely not be against a well defended target. I would look for something in San Francisco, Boston, New York City as a more likely primary target although New Orleans has its Mardi Gras going on now doen't it? There is something very interesting in that date coincidence. I note that Mardi Gras is deeply associated with the Catholic/Christian tradition (prior to the Protestant movements).

Gee, what a suprise. An Arab. A Moslem. And from Saudi Arabia. Who would expect a terrorist with that kind of background? After all, Islam is a peaceful religion and Saudi Arabia is such a civilized country. Just goes to show, anything is possible.

Yeah, "Get all your sin in before lent starts."

I've always thought that two or three Israel-style suicide bombers hitting malls and amusement parks would have a tremendous impact, and would be very do-able. The nightmare is, of course, a nuke detonated on a container ship in one of our big harbors.

I am convinced that I need to quit drinking and eating so much, that I am a little soft. The truth is 3 or 4 of these Arab punks can take me, when in the day that I was in shape, maybe it would take 7 or 8. They are crafty little bastards and it may take only one. I am one to agree that the American population can take so much before the "united we standness" turns into total and utter rage. Look for racial profiling of the extreme kind if this happens. That is fine with me, it's them or us. I would not like to grow up in a world where Islamic savages rape my wife and daughters while I slave for them (If not killed to begin with.) I don't think most Americans understand the seriousness of the situation. Is there any way we can beat these a-holes at their own game? TAKE THE TERRORISM FIGHT TO THEM? I want to know, because I could be a part of that. MARTYR my sorry beer-belly ass for some American Glory. How beautiful would that be? Of course you can pick what you want out of this post as Hyperbole and Seriousness, there is a little bit of both here. Sorry.

I was engaging in rank speculation. Since I was speculating here are my thoughts on Olympics and amusement parks. I do not think the Olympics will be a target. Somehow I think that they will choose something less defended and go for more of an element of surprise. The nuke aboard some ship is of course the biggest danger and IMHO there is not a whole lot going on that would stop that. Along more conventional lines I was thinking of a ship containing a hazardous cargo being rammed nto a stionary target as a hypothesis. For New Orleans maybe a barge or freighter ramming a Levee and then detonating breeching the levy and letting the Mississippi do the rest of the work. The other targets mentioned all have some gas/petroleum distalate storage facilities that are vulnerable. new York City area includes the Port of Elizabeth, NJ.

To be honest, it's been "us or them for" awhile now, we just haven't yet all realized the game is "on".

The "targetable" facility I work in was just sent a "special" extra security crew working 24/7 with night vision googles, sniffers, etc..

"They" are numerous & everywhere, rather more well organize than we know & not going to to stop until one of us is "gone".

I think we all need to get the game face on, we can only win if we realize we're really in the game!
