ALBANY, N.Y. (AP) -- State police issued a third fewer traffic tickets in the four months after the World Trade Center attacks because troopers were redeployed to New York City and sensitive security posts.
The decline in fines cost municipalities a significant source of revenue.
Troopers wrote 184,349 tickets statewide from September through December 2001, compared with 273,781 tickets from the same period in 2000, according to state police.
``It's stabilizing now. The numbers pretty much should be back to normal,'' Sgt. Glenn Miner said Friday.
More than 500 upstate troopers were deployed to New York City after Sept. 11. Other troopers were reassigned to patrol the Canadian border and the state's bridges, tunnels and nuclear power plants.
``We have far fewer troopers down there than we did initially,'' Miner said of the New York City mission.
Municipalities generate revenue by collecting portions of traffic-related fines. The lost fines could cost communities millions, but exact figures are still unknown.
The state also imposes a $35 surcharge upon conviction. The Comptroller's Office said its revenue analysis for September-December will be available in February.
Just like gun safety, traffic safety, or public safety has nothing to do with safety. It has everything do to with confiscating your money or your guns.
In the name of children of course. It's all about money.
Road Tax.

To do so would be the same as you going into your supervisor's (or customer's) office and saying that you're getting paid to do little or nothing.
It's a 'Road Tax', in the Sheriff of Nottingham tradition, pure and simple. A cynical shakedown conducted by authority figures using a 'for the children' set of excuses which are swallowed hook, line and sinker by MILLIONS of room-temperature IQ morons across the nation.
