The family might have 'declined to speak' to this reporter, but it looks to me like they or their lawyers might have commissioned the writing of this article. The article gives the initial impression that he's a dangerous nut, but throughout the article are comments on how he was not responsible for his deeds. 'Someone else messed him up, blah, blah, blah.' And here is a comment suggesting brainwashing to boot. The article finishes with a more sympathetic tone.
It looks like a lawyer may have put a little cash in a reporter's jar for this one.
