That is the risk of every penny of foreign aid. Shoot, there are probably foreign-aid dollars used by terrorists, but that is not what the article was saying.

The article stated, "The bill authorizes $446.5 million U.S. tax dollars to be given to other countries for abortion-family planning activities throughout the world."

That is not what the bill authorizes, in fact in bans that usage. The article is 100% a lie, or do you really care?
