Algore doesn't want to make the mistake of other heavyweight Rats who stayed out in 92' and watched as a third rater named Bill Clinton managed to beat a previously untouchable President once at the height of his popularity happen to him this time around. (If some othe Rat got the presidential nomination and somehow won he'd be kicking his missed chance for the rest of his life). That President was named Bush. The current President is named... Bush and also happens to be at the height of his popularity and Gore figures that well in 2004 history will repeat itself and he will finally achieve his life-long ambition of being President. He's thrown his hat in the ring and the race for the Rat presidential nomination is joined at last.
