I would imagine a high voltage/milliamp output device would render any microchip useless. Such high tech wizardry always has very low tech countermeasures.

I would imagine a high voltage/milliamp output device would render any microchip useless. Creative engineers will find a way around it. They may have already developed a chip that cannot be affected by outside sources - such as, what you described.
