Is there any chance that a right to carry law could pass in Colorado?

Not sure. The Colorado Constitution Article II Section 13 reads as follows:
Section 13. Right to bear arms. The right of no person to keep and bear arms in defense of his home, person and property, or in aid of the civil power when thereto legally summoned, shall be called in question; but nothing herein contained shall be construed to justify the practice of carrying concealed weapons.

Bill Owens the current Governor (R) ran on a very pro-gun platform, and then stabbed gun owners in the back for being the first one to sign Tom Mauser's SAFE petition. After Columbine and the high percentage of liberals in the State, such as in The People's Republic of Boulder, I wouldn't hazard a guess. I'm not the one to ask though.

I know there are many trying to get some sort of carry law passed. The predominant wish of the Libertarians and others I have spoken to is wanting Vermont Style Carry.

Again, the chances? Who knows? Perhaps things have changed since September 11?

I thought that Colorado had a shall issue law. But at the same time, I think open carry is not illegal and should NOT be illegal. If you have the cahunas to open carry then you should be allowed to.

I hope he wins, because he is right!!

Technically, we have one. A resident just needs to drive to a county with a sympathetic sheriff and obtain a statewide permit. Unfortunately, many of these counties are quite some distance from metro Denver (where I live). Denver won't hand out permits to anyone (unless they have connections).

Governor Owens, a Republican was going to pass uniform state-wide gun laws (including a concealed carry permit available to anyone qualified to purchase a handgun and pass a safety course). He even campaigned on this. It was so close to passing that Denver Mayor Wellington Webb (a black, liberal democrat) took out full page ads in the two main daily newspapers (payed for with Denver taxes) imploring Denver residents to write the Governor pleading not to pass this law. This was about a week or so before Columbine. Since Columbine, the issue has been placed on the back burner and forgotten. I haven't heard Owens talk about resurrecting this issue that he campaigned on.

I thought Colorado already had a right to open carry. Denver is trying to trump that right. Hopefully, the State will side with those arrested and the municipal code wil be struck down.

Why would a right to carry law need to be passed when BOTH the U.S. Constitution and the Colorado Constitution guarantee the right to keep and bear arms? Aren't these Constitutions law?
