No, it is because Israel relies heavily on cheap Palestinian labor. They are caught between a rock and a hard place -- If they don't seal the borders, they have to deal with suicide bombings on a daily basis. If they do seal the borders, the economy comes to a grinding halt.
It's called the price of afflluent decadence.
