Though you purport to quote this passage favourably, your support of condom distribution and the obvious unacceptability of the above suggest that your views are actually the reverse. My support of condom usage has no bearing on the scripture that I quoted directly from the Bible. I personally do not belive in pre-marritial sex. That does not preclude me from allowing some protection from disease. I say some protection becuase condoms are not 100% effective in Aids prevention.
My views are not the reverse. You are reading what I didn't write, which means you are translating what I wrote to fit your views.

Indian Project Hopes to Promote Condom Use, Reduce Failure Rate India's Health Ministry will begin a $23,000 project in January that will study the penis size of men across the nation and customize condoms to fit, in an effort to reduce the nation's 15%-20% condom failure rate and encourage more men to wear them, Reuters reports. The Indian Express newspaper reported last Saturday that the ministry will seek to make condoms available in different sizes rather than the currently used single size specified by the World Health Organization and the International Standards Organization. The condom project is intended to further efforts to reduce India's growing population, which is second in size only to China. Currently, only 3% of Indian men wear condoms, while 52% do not use any contraceptive method (Reuters, 9/29). Kaiser 10.01.01
