So apparently President Bush would need the concurrence of a majority of the members of the commission (i.e., at least five) to change the chairman. With the current membership, he's not going to get that.

Apparently so, I don't know when that will occur based upon others reaching their expiration dates. Of course an independent replacing a democrat member that leans or votes with the republicans could turn the tide quicker if a democrat is the next up replacement.

Bush has another appointment to make this month; that will make it four to four. I wonder what happens in the case of a tie?
