In 1996 and 1998 the Clinton administration actually cut back on some aide to the Taliban because of their harboring of terrorist cells focused on the USA. Under Clinton the Commerce Department reccommended that UnoCal abort it's aide to the Taliban to secure an oil pipeline as well, which they did.

In the first year of the Bush administration we increased the aide to the Taliban. The greatest part of it was to reward them for cutting back on opium production, which has since returned to even higher levels.
