Sure do. In fact I liked the guy up until the Aides fiasco. All the emphasis was placed squarely on heterosexuals and what they needed to do to stop the disease. But certain bath houses were off limits. Nope, couldn't touch those.

Officers of the Public Health Service have equivelent rank & uniforms of US Navy officers.
The Surgeon General (as head of the Public Health Service) has the same rank and uniform as a US Navy vice-admiral. The post of Asst. Sec. of Health is an admiral.
Admiral Dr. Koop was both, and was almost always in uniform (it's optional for captain & above).
You prolly got confused by the Klintonfolken, who shunned most everything martial.
