You are not understanding the point. This is not about Spain at this precise moment. This is about the war on terrorism and what we are going to do with other countries.

The part I don't understand is what constitutes safe haven or aid. If you don't turn over a terrorist due to the threat of death via military tribunal...are you considered a terrorist?

It is not as clear cut as you would make it out to be.
