Tom Kean has all but said he will run. One would think that would be a slam dunk. But, not so long ago, Dick Thornberg, a retiring Governor, was defeated by Harris Wofford, a JFK hanger on, in Pennsylvania. Kean will lose, because there a lot of new voters between now and then, and because Kean absolutely cannot find it in himself to go negative.
