A cycle is a thing that repeats over and over. It is not maintained by who starts it, and that is highly questionable, but by those who keep adding the opposing force necessary for it to keep turning. Both sides have to be equally at fault or the cycle would end.

After every one of those ceremonies at the White House lawn or elsewhere- going back decades- where everyone promises "no more war", "no more violence" who, always, restarts the violence?
When was Oslo signed? How long after were buses getting blown up in Tel Aviv?
One force starts the cycle, other forces either accelerate it, or slow it down. An object in motion tends to stay in motion. Would you expect the Jews to just take the hits and not respond? Do you think that would prevent the cycle and prevent further acts of aggression?
Why were those 60 Jews murdered in Hebron on one day in 1929? There was no occupation. There was not even an Israel. There was no partition plan. There was no UN resolution. There was not even that many Jews in all of Palestine.
Are you aware that the mob that murdered these 60 Jews offered them a deal? They said they would spare the lives of the Sephardic Jews if the Sephardic Jews would turn over the Ashkenasi Jews to the mob. The Sephardic Jews refused such a macabre, racist offer to send their Ashekenasi brothers to their death, and for doing so they were murdered along with the others. How do you expect people to respond to such vile, hateful actions and such a cyncial, macabre offer? This action, among others, encouraged the creation of a cycle of violence. The cycle is born of hatred, racism, cynicism and sick thoughts and actions. The Jews chose not to take it lying down, and rightfully so.
