This is right from the communist text book. Peace is not a right, it is a priviledge that is earned with sweat and blood.

creation, encouragement, and impact of peace education and training at the elementary, secondary, university, and postgraduate levels, including the development of a Peace Academy.

(b) PEACE CURRICULUM- The Assistant Secretary of Peace Education and Training, in cooperation with the Secretary of Education, shall develop a peace curriculum and supporting materials for distribution to departments of education in each State and territory of the United States. The peace curriculum shall include the building of communicative peace skills, nonviolent conflict resolution skills, and other objectives to increase the knowledge of peace processes.

Uh, I don't like the sound of this. Sounds like the Hitler youth, depending on the brainwashing involved.

New departments mean new pots of money to loot.

Someone's skimming Lord, Kumbaya
Someone's grafting Lord, Kumbaya
Someone's taxing Lord, Kumbaya
Lord help us, Kumbaya.

I think I prefer going to the mountain tops, holding hands in a circle and humming together.

Peace cannot be achieved without wiping out evil. That means using military force against aggressors. Too bad the peaceniks still don't get that the Taliban's idea of conflict resolution isn't to live and let live. On Sept. 11th they and their buddy Osama Bin Laden showed this country the peace terms they can live with. And now we're replying in kind. That is the only Peace Dept. the U.S government needs. A bunch of helos full of sweet napalm to the sound of the March of the Valkryies blasting in accompaniment from the loudspeakers. Such is the peace deal we're offering the Talibs and Al Quaeda.

"If, Duke of Burgundy, you would the peace,
Whose want gives growth to the imperfections
Which you have cited, you must buy that peace
With full accord to all our just demands;
Whose tenors and particular effects
You have enscheduled briefly in your hands."

(6) create and establish a Peace Academy, which shall--

(A) be modeled after the military service academies;

(B) provide a 4-year course of instruction in peace education, after which graduates will be required to serve 5 years in public service in programs dedicated to domestic or international nonviolent conflict resolution; and

I would love to be present for the Army v. Peace football game.
