From CNN's article on this fiasco.

NORC reported serious problems with record keeping at many local election offices. NORC relied on these offices to produce the rejected ballots, but county officials were unable to deliver as many as 2,200 problem ballots to NORC investigators.

2,000+ missing ballots means that a 200+ vote for Gore proves nothing as more than enough ballots are excluded from the final count.

Also, there were these tidbits:

Although trained to produce accurate, impartial reports, the NORC investigators are human and prone to human judgment and error. In particular, NORC discovered that male investigators were more likely to record marks on ballots than women. NORC also found a slight but statistically significant relationship between candidate marks and the investigators' party affiliation.

In addition, the uncertainties of human judgment, combined with some counties' inability to produce the same undervotes and overvotes that they saw last year, create a margin of error that makes the study instructive but not definitive in its findings.

A vote-by-vote review of untallied ballots in the 2000 Florida presidential election indicates George W. Bush would have narrowly prevailed in the partial recounts sought by Al Gore (news - web sites), but Gore might have reversed the outcome - by the barest of margins - had he pursued and gained a complete (illegal)statewide recount.

I will take would have over might have in a court of law.

Nope. Do some more research.

The bit involved was the person's last 4 digits of his/her social security number. I believe it was called "Voter ID" on the form or something... usually it is pre-printed (and on the ballots that the Democratic workers had sent out, it was indeed pre-printed). However, the Republican workers goofed up and left it blank--resulting in many absentee voters having no idea what to put in there and therefore leaving it blank.

The Democrats pre-printed this instead of filling it in afterwards. The Republicans forgot to print it on (as it should have been) and filled it in afterwards. What the Republicans did was illegal according to law, but throwing votes out was too extreme a penalty even for super-liberal judge like Nikki Clark.

There was no unfair favoritism towards the Democrats since they already printed this info on the ballot beforehand...

There was no disenfranchisement of Democrats, because they already had pre-printed this info and they did not have to fill it in. No Democrats lost their votes because of this technicality which only applied to an oversight on the Republicans' part.

In other words, Gore would have won only by getting ballots counted that no sane, intelligent or honest person would recognize as properly voted ballots. I think the lefties that still believe this nonsense ought to ask themselves how they would have reacted if Gore had been ahead and Bush had argued that those ballots ought to count in his favor. If they're honest, they'd admit that even a year later, they'd still be laughing and saying (not just to themselves, either) "can you believe the nerve of that idiot?" Certainly nobody would have taken Dub seriously enough to let him drag it out for over a month. The Florida election was not a thing of beauty, Bush surely didn't win going away, but Bush won fair and square. There's no way Team Gore could have changed that without making a mockery of the process. Not that that stopped them from trying.

Actually the overvotes the consortium counted were where there were two votes for the same candidate (I don't think any were counted where two different candidates were voted for), typically in optical scanner counties where the voter penciled in the circle, and then also wrote the candidate's name in. In some way they are clearest intent ballots that were not counted of all.
