ALEXANDRIA, Va. (AP) - A notary public who admitted signing fraudulent paperwork for two of the hijackers in the Sept. 11 terrorist attacks agreed to a plea bargain in which she pleaded guilty to an unrelated federal fraud charge.
Kenys Galicia's plea, entered Friday in U.S. District Court in Alexandria, stemmed from allegations that she sold 30 blank Virginia Department of Motor Vehicle forms that she had notarized to a man who was working undercover for DMV investigators.
Sentencing was set for Jan. 25. She could receive up to 15 years in prison and a $250,000 fine.
Galicia, a Salvadoran national living legally in Falls Church, Va., admitted to authorities that she signed residency certification forms on Aug. 2 for Abdulaziz Alomari and Ahmed Saleh Alghamdi, two men believed to have helped commandeer the planes that crashed into the World Trade Center. The residency forms are used to obtain state identification cards.
Galicia is one of four people who have been charged in northern Virginia with helping hijackers obtain false IDs. Charges against the other three are pending. Authorities have said none of the four had advance knowledge of the hijackers' plans.
In exchange for her guilty plea Friday, federal prosecutors dismissed an indictment accusing Galicia of helping the two hijackers and participating in a 14-month conspiracy to help scores of people fraudulently obtain Virginia identification documents.
Let them render judgement. If she survives with a recognizable face, or at all, then she can go free.

What a legacy. In the World According to Clinton, we need to embrace this woman, reach out to her and try to understand her point of view. Afterall, her intentions were good, you know. In fact, the people she helped were only giving back to America what it truly deserved.
Who wrote this sentence? "comandeer"? Is that what they did!? I thought they highjacked and KILLED innocent people!!. "...planes that crashed!? Those pesky planes, who knows what they might do! Am I living in some alternate universe? I guess all those people in New York died when some buildings fell down.
Absolutely, IMHO; send this lowlife creep up for life, and make her understand the meaning of her citizenship oath.
Only, I think, if she knew or reasonably ought to have known the nature of the hijackers' conspiracy. Do we know that she did?
Of course, if anybody does this sort of thing in the future, it will be much easier to argue that that person ought to have known what his own crime was leading to.
