I don't know why anyone is surprised or shocked by what this moron is saying. He knows he is majorly responsible for what happened on 911; he spent several weeks wringing his hands in front of TV cameras and telling any reporter who would listen that "I almost had bin Laden", and now he has progressed from deceptive remorse to blaming anyone but his own administration for its bungled handling of terrorism during the 90's.
