But there is speculation that nothing happened after the alert on October 11 because whatever had been allegedly planned by al Qaeda was either postponed or cancelled after some of its operatives were caught in the international anti-terror operation and arrested. Can we relax yet?

You have to be joking. I figure it will be at least several years before we can relax even a little, a lot longer before life truly goes back to normal.

planned by al Qaeda was either postponed or cancelledThey may have already thrown their best punch at us. WTC and anthrax and we didn't fall apart. We just may be giving al Qaeda too much credit, or they gave us too little. I would imagine that bin Laden's main concern right now is just staying alive.

We must always be "ever vigilant".

Haven't some of these operatives been released? Then the answer to your question would be "NO!"
