Spotlight in Air over DC - what is it?

I am in Dupont Circle on the 9th Floor of an Apt building looking s.w. toward Rosslyn.
In a location that appears to be slightly north of Pentagon, there is an extremely bright spotlight in the sky. It is brighter than any I have seen before.
It is pointing N-NE and moving in a regular path.
Never seen it before - anyone know what it is?

Umm, is it the moon? It's really bright tonight. I'm in Leesburg. I don't see a spotlight and the sky is quite clear.
