On a day when the smoke and smell in lower Manhattan brought a visceral reminder of the World Trade Center attack, city officials put the finishing touches Saturday on plans for a memorial service at the ruins.
``For a large number of families, the idea of being at the site was very important to them,'' Mayor Rudolph Giuliani told a news conference at City Hall. ``It was important to them to pray, and to feel a connection to the people they lost.''
The Sunday afternoon service, limited to families who lost a loved one in the Sept. 11 terrorist attack, was expected to draw about 2,000 people. More than 4,000 remain missing in the rubble.
Giuliani spoke after attending one of the 16 memorial services scheduled Saturday for city firefighters, police officers and one Port Authority police officer.
Around City Hall on Saturday, smoke from the fallen 110-story twin towers was heavier than usual as round-the-clock cleanup efforts continued. Not even a minor early morning earthquake that rattled the metropolitan area stopped work at the pile of debris in lower Manhattan.
``I thought it was a train going by,'' one worker said.
Work, however, did halt Saturday night to prepare for Sunday's memorial service, according to the Office of Emergency Management.
It's only the second time work has stopped at the site. On Oct. 11 at 8:48 a.m. - one month to the minute after the first hijacked plane struck the trade center's north tower - a moment of silence was observed amid shattered concrete and twisted metal.
The event will feature readings by religious leaders, and performances by Andrew Lloyd Webber and opera stars Andrea Bocelli and Renee Fleming.
After Sunday's service, each family will receive an urn filled with soil from the site, as promised by Giuliani earlier this month.
The mayor said the city settled on the idea after learning that con men were peddling phony mementos from the trade center ruins to family members. Authorities have said that many of the victims' bodies may never be recovered from the 1.2 million tons of rubble.

The FBI may do absolutely nothing, that is part of the new reality. I for one am grateful that Mr. Bannon is paying attention and that he is informing us. Also, if something did happen, Mr. Bannon(who I have great respect for) would have to live with the guilt of not reporting it. Better safe than sorry.
Reality before the 11th of September was a lot different.
But, is it possible that he was an undercover officer and his ambiguous comment could be hinting that the "peace" movement may soon find a considerable number of their leadership in jail?
BTW, German field army garb is common in NYC. Back in the early and mid 90s you could pick up both West and East German stuff for real cheapSoviet stuff too.

This is the NYPD we're talking about, right? They have certain unwritten rules: white guy is reported as having bothered females or minorities, take action. Anybody is reported as having pulled a gun, take immediate, aggressive action. Anyone is reported as having collapsed, take action. New rule: any reports of Sweet'n'Low-type powder, take immediate, aggressive action. All other cases: employ evasive action.

Trust your initial instincts. It's too easy to talk yourself out of something by rationalizing, as there are always alternative reasons why something isn't as you saw it, or believe it to have been.
Report it to the local cops and the FBI. Don't depend on either to inform the other. We pay these people to protect us, so who cares if they get ticked about your report or don't get ticked. Report it.
I always loved it when someone stepped up to the plate and reported something. It was like we were a team trying to do something.
Believe me if we're ever going to be as safe as possible, we all need to step up and report suspicious incidents and events.
The President only has a 90 day "window" to declare a war under the war powers act and then it is up to congress to officially declare it or not declare it.
As I said, they will not declare war because it will involve including an official declaration of war against iraq and other muslim countries.
It's all sound and fury, signifying nothing (with apologies to the author of this statement whose name escapes me)
I support Pres. Bush because I believe he is an honorable man, but, I will follow no man blindly and I can't forget he signed what I call a GESTAPO law which will do nothing to stop one terrorist, but, will curtail my freedom.
If that offends you, then I cannot help that. It's something you have to deal with.
P.S. FYI, I will fight for my country, but, not my government and I trust you understand the difference.
