You fail to see that we are all sinners, that no one can fulfill the Law. We have all sinned and without the atoning blood of Christ to wash away our sins we will be condemned by the Law. So how does the one who has sinned become righteous in the sight of God without the blood of Christ. Paul is right is saying the doers of the Law will be justified. Those who never transgress the Law will be justified. There is only one catch. No one can do it. It is impossible not to sin. It is impossible to keep the Law. Only Christ can.

You fail to see that the blood of Christ atones for the sins of all.

Gosh, it sure is fortunate then that God established the means of achieving forgiveness of sin right there in the Law itself. Of course God knew people would mess up. Which is why he established the Day of Atonement, among other things.
