Two Men Arrested Near Folsom Dam, FBI Has Been Notified Posted: 10:40 p.m. PDT October 11, 2001

FOLSOM, Calif. -- The FBI has been notified of the arrests of two men at Folsom Dam.

The men were arrested about 11 p.m. Wednesday night after they were spotted in a restricted area near the Dam.

Both men were placed in the Sacramento County jail.

It's believed that the men were illegally trying to gain access to a fishing location, but officials say that they are taking no chances in this climate of heightened security

Actually some of the scariest garbage I have seen fishing has been the white trash in some remote areas. When I got back into fly fishing planned to go into remote areas to trout fish or steelhead fish. My oldest son told me to take pepper spray and my 357 with me both in Cali and Oregone!

I didn't do it one time. Now both go with me! These scumbags are the same psychos on our streets in our cities, except they are back in the forests where there is no law enforcement. This makes them more dangerous. Then the most dangerous are the PETA thugs, that you can run into!

With Fish & Game carrying m14's, you might not want to be caught at night fishing in or around a dam. I will wear my fishing license on top of my hat so they can see it! Now is not the time to add any extra stress to their work loads!

Hi former N CA escapee. I too lived nesr Folsom for 17 years. I do not think in normal times this would be considered unusual, but today? I don't think poisoning Folson Lake would be thier objective, it would take too much poison but blowing that dam would reap havoc on all those towns below the dam and Sac. Sac is a flood area and before the dikes were built flooded badly yearly. Folsom Prison is just below the dam. It would get wiped out for sure. No big loss, but what a catastrophy!!

In a follow up report, Mohammad Raffa and Izzear Achmed both claim to be fisherman just "trying to catch a fish". When confronted about lack of equipment, the noted "Oops, we seemed to have left it back at the hotel." The baseless arrests are being investigated by the ACLU as possible racial profiling by the white sergent.

Must have been ethnic minority fishermen. We are a one paper town now and The Bee will not disclose any personal information of crimminal activity of minorities unless it is essential to the story. Not a word about it was placed in The Bee.

They will not prosecute in Minnesota either. A Hmoung was caught with 300 trout in his trunk and fined only $50. Licenses are not checked nor are limits.

The CIA/state department orders were to all states's Fish and Game not to check nor prosecute the Hmoung or as they are called here, Mung!

There was a large clan which lived in the Stockton area. They got the nick name Snow Kings (how I don't know). They would go into a national forest and illegally camp with armed guards (ak47's). Then each day they would hunt and scavage in larger circles around their camps. Any poor critter that flew, swam, hopped, grazed, climbed trees or slithererd was killed. Each day the circle got bigger and the kill area increased. Then they would load up the meat, leave all of their garbage and go home. Each circle was like a critter no zone area!

No body did a damn thing. The authorities just turned their heads. In the Sacramento School system the young boys are terrorists!

I remember fishing that lake from the back of my pick-up one weekend. I had "a few" too many lines in the water when I see a warden patrol boat come motoring around the bend towrds me. Orlando and Rowan would have been jealous at how fast I was crankin' in those lines.

Well the warden makes a bee-line right for me and I figured I was busted. When he drifts up to shore and bumps the bank, he asks me if I have a set of jumper cables he could borrow to jump a dead boat. I loaned him the set in my truck and told him if he needed any more I'd sit right there on may tailgate and make them for him. :)

I just tried doing the calcs myself for ricin, which has a lethal dose of approximately 60 migrograms for a 160# adult male (about 10 times more toxic than nicotine). I am no toxicologist (and my chemistry is way rusty) so bear with me...

Let's assume a lethal dose of that toxin diluted into approximately 1 liter of water to be consumed by each victim. A smaller water volume would require more poison, so it would seem that this is a good worst case.

Let's also assume a small local storage and distribution reservoir of approximately 50,000 acre feet (Oroville is 2 million).

Assume a specific gravity of 1 for ricin.

(50,000 acre ft/reservior)(44,100 cft/acre ft)(6.8 gal/cft)(4 liters/gal)[(60x10e-6 gm ricin/dose)/(1000gm/dose)]= 3,500 liters ricin/reservior (to two sigfigs)

That seems to be a lot of ricin, about 4 tons. It would take ten times as much nicotine.

Once it was delivered it would then have to be dispersed evenly throughout the reservoir and would be subject to various degradative forces. As I said, I am n expert. Do you find an error in this?
