Of course there is always the possibility of an opportunist with an axe to grind who is taking advantage of a bad situation. Remember the Tylenol/Cyanide tragedy many years ago? He (or she, I cannot remember) was a plain, ordinary mass murderer. Not a terrorist.

[nb : There is a difference--the difference is very, very important in terms of our Constitutional Rights and Due Process].
