But Servant, the Secretary of Defense is Republican! They are using the war emergency to sneak this through. If we can't take it out in conference commitee we may be doomed, because Bush can't veto all military apropriations now.
They figure that sooner or later they will get a Demovrat in and he can act and just say "Why this is an old law passed under Bush, we are just stepping up implementation"
They are being very shrewd, but they just might lose us the war in Afghanistan, because if this passes we are going to have a civil war.
