TWO requirements for being privy to classified info:
1. SECURITY CLEARANCE (of course)
2. A NEED TO KNOW!!!
Here is an excellent example of why #2 is imparative.
I understand that during the Clinton administration security clearances were handed out without reservation. Hardly anyone was turned down because they didn't want to violate anyone's civil rights. What a country, we may jepardize millions but thank G_d nobody's rights were infringed.
